In 1958, Dale earned his BS in chemical engineering and in 1959 his MS in nuclear engineering at Missouri School of Mines & Metallurgy. In 1963, Dale went to work for NASA, Goddard Space Flight Center in Greenbelt, Maryland. Dale started working as a senior engineer in Electrical Power Systems. Dale then pursued his doctoral studies in nuclear engineering, completing his PhD in 1971 at the University of Maryland. In 1972, Dr. Harris was promoted to Head of the Power Systems Design Section and then in 1976, he became Head of the Space Power Technology Branch. During 1979-1980, Dale was the product manager for the cosmic background explorer (COBE) project at NASA. In 1980, Dale became Deputy Project Manager for Compton Gamma Ray Observatory where he was responsible for all technical design, development, integration, test, and space shuttle safety studies. In 1984, Dale moved to Project Manager for the Tracking and Data Relay Satellite. In 1989, he took over as Deputy Director of Flight Projects where he helped direct, manage and control Goddard's diversified flight projects. From 1993-1997, Dale worked in Mission Operations and Data Systems first as Deputy Director and then as Associate Director for the Earth Science Data and Information System. In 1997, he went to work for SGT, Inc. as Vice-President of Technical Programs. In 1999, he became an independent aerospace consultant. In 2000, Dale joined Praxis, Inc. as Program Manager for the Sun Earth Connection Coronal and Heliospheric Investigation. In January 2003, Dale joined Swales Arospace as a Program Manager for a large systems engineering contract supporting the Goddard Space Flight Center. In April 2007, Dale moved to SGT, Inc. as Chief Engineer for the Mechanical Systems Engineering Support contract. Dale is a member of Sigma Xi, Phi Kappa Phi, Tau Beta Pi, Alpha Chi Sigma, and Blue Key. He has received the NASA Distinguished Service Medal-NASA's highest award and NASA's Outstanding Leadership Medal. Dale and his wife Sandra reside in Riva, Maryland. Dale was inducted into the Academy in 2002.
